eIDAS Semantic Task Force launched

[Lichtenfels, Germany, 2026/01/02] In order to further support the fruitful development of the European Digital Identity Framework envisioned by the amended eIDAS-regulation (EU) No. 910/2014, the non-profit go.eIDAS Association has today launched the “eIDAS Semantic Task Force” (https://data.eID.AS). The goal of this new focus group is to develop semantic data specifications for the attributes, which are expected to be issued within authentic electronic attestation of attributes to the “EUDI-Wallets” or the forthcoming “European Business Wallets”.

“EUDI-Wallets” and “Authentic Source Interfaces” will become available during 2026

Article 5a of the amended eIDAS-regulation (EU) No. 910/2014 requires all EU Member States to provide “European Digital Identity Wallets“ until 24 December 2026. In a similar manner, Article 45e of the same regulation obliges the EU Member States to ensure from the same day onwards, that qualified trust service providers are able to verify at least the attributes listed in Annex VI of the eIDAS-regulation via so called “Authentic Source Interfaces”. Furthermore, one may expect that there will soon be “European Business Wallets“ for legal persons to further reduce administrative burdens and enable trustworthy electronic business processes across borders for legal persons.

ETSI TS 119 478 specifies the Authentic Source Interface to registers across Europe

The corresponding technical specification ETSI TS 119 478 contains the “Specification of interfaces related to Authentic Sources” and provides normalised means for the discovery of semantic data specifications for attributes as well as metadata of the services for the verification and retrieval of these attributes which are provided by or on behalf of the authentic sources across Europe.

As the European Digital Identity Framework envisioned by the amended eIDAS-regulation (EU) No. 910/2014 built around “EUDI-Wallets”, Trust Service Providers, Authentic Sources with interfaces for the verification or retrieval of attributes and related discovery and trust infrastructures is expected to be in place soon, the non-profit go.eIDAS Association has today launched the eIDAS Semantic Task Force (https://data.eID.AS) to address a seemingly small but crucial missing piece in the overall eIDAS puzzle: The harmonised semantic data specifications for the attributes, which are expected to be issued as authentic Electronic Attestation of Attributes to the “EUDI-Wallets” or the forthcoming “European Business Wallets“.

It is indeed wonderful to see that, that the European Digital Identity Framework around the EUDI-Wallets, the Authentic Source Interfaces and Trust Service Providers which are about to issue electronic attestation of attributes to wallets is emerging very well”, states Tina Hühnlein, Chairwomen of the non-profit go.eIDAS Association. “In order to further ease the verification and retrieval of attributes at the Authentic Source Interfaces and the subsequent issuance of harmonised electronic yet authentic attribute attestations, we have today launched the ‘eIDAS Semantic Task Force’ and hereby invite all interested stakeholders across Europe to join us in the development of semantic data specifications for Wallet-enabled attributes.

While the initial work of the task force focusses on the “Minimum List of Attributes” according to Annex VI of the amended eIDAS-regulation (EU) No. 910/2014, the forthcoming work will also consider potential synergies with the procedures listed in Annex II of the Single Digital Gateway (SDG) Regulation (EU) 2018/1724 and other relevant European and national regulations, whenever their processes can be supported by wallets. The first semantic data specification, which has been produced is the “Birth Certificate” (https://data.eID.AS/BirthCertificate), which builds upon CEN/TS 17489-2 and is both related to the eIDAS- and the SDG-regulation. Further attributes are expected to follow soon and the task force is open for further contributors and additional suggestions which help in assigning priorities.
